IOC decide against blanket ban on Russian athletes at Rio 2016
The International Olympic Committee (IOC) has declined to impose a blanket ban on Russian athletes competing at next month’s Olympic Games after the Executive Board opted to defer the decision on the extent of participation of competitors from the scandal-hit nation at Rio 2016 to the International Federations (IFs). The Russian Olympic Committee (ROC) will not, however, be able to enter any athlete who has ever been banned for doping, "even if they have served the sanction". Following an emergency meeting of the ruling Executive Board, it was decided athletes from Russia would have to adhere to a series of strict criteria if they are able to represent their country at the Games. The IOC has called on the IFs to "carry out an individual analysis of each athlete’s anti-doping record, taking into account only reliable adequate international tests". Despite Rio 2016 being just 12 days away, the IOC has said any Russian competitor must be subjected to a "rigorous additional out-of-competition testing programme in coordination with the relevant IF and the World Anti-Doping Agency".
